The County of Pass and Stowe
It encompasses Philadelphia, where the current Ducal seat is located, as well as Allentown, Chester, and Scranton. Notable residents include Duchess Catrin Penn who oversees the County and, currently, the Duchy, from Sire's Watch in Philadelphia, and a large portion of the Duchy's Changeling populace (about 50%). Baron Edwart Artair lives in the northern part of the County, in New Hope. Ma' Frost, Webs, Pirckles and OTHERS are also noted residents.
Laws of the County
- Ravaging and Rhapsody are outlawed by word of Duchess Catrin.
- All Kithain wishing to begin long-term residence in the County must seek permission of the Duchess Penn, through either audience with herself or with one of her sworn Vassals.
The County of the Peach Orchard
It encompasses Harrisburg, York, Gettysburg, State College, and many other small towns. The Count is Brenin Llwyd who occupies the Glade of Cemetery Hill outside Gettysburg; in the Unseelie half of the year, Lady Orlaith ap Ailil rules the County. It is both the smallest county in area and population, comprising somewhere between 15 and 20% of the total Changeling population of the Duchy at any given time.

It encompasses Pittsburgh, Altoona, Erie, and the western end of the state. It is overseen by Duke Dallan McCrady from The Freehold of Echoes in Pittsburg. Other notable residents include the pooka Baroness Cruella, … The population of Steel makes up about 30% of the Changeling population of the Duchy, and are generally the most likely to be Unseelie of any of the three Counties.
